It's 1987, and tensions between the Los Santos gangs and the police department have reached alarming levels. Police brutality, extrajudicial killings, disappearances, officers killed during shootouts between the two factions, and large human, material, and economic losses have been the result of the constant struggle to gain control of the city's streets.
