Ever since its establishment in August 1991, Sega Europe Ltd. is the European arm of Sega. The sister division is Sega of America.
As the name suggests, Sega Europe are responsible for all of Sega's European operations, though localisation work is often done by smaller divisions of Sega operating in the European region, depending on the title.
